CLINTON COUNTY, Mo — Arraignment is at 11 a.m. today in Clinton County for a Kansas City woman charged with possession of a controlled substance and unlawful possession of drug paraphernalia.
According to the probable cause statement, on Aug. 5, a Missouri State Highway Patrol Trooper contacted Heather S. Starchman, 37, at an address in Lathrop and placed her under arrest for two outstanding warrants.
