Local physician charged with illegally prescribing 25,500 controlled substance pills

ESCAMBIA COUNTY, Fla. (WALA) – A Florida physician has been indicted on 41 counts of illegally distributing controlled substances, including more than 22,000 opioid pills and over 3,000 stimulant pills between 2020 and 2025.

Edward Scott Morrison, a contract physician who worked at multiple medical facilities in and around Escambia County, was charged with knowingly and intentionally distributing controlled substances in an unauthorized manner, according to a federal indictment filed June 16.

The charges

Morrison is accused of prescribing several drugs including oxycodone, hydrocodone, amphetamine, lisdexamfetamine, methylphenidate, and testosterone to individuals without determining whether there was a legitimate medical purpose for the medications.

According to the indictment, Morrison issued prescriptions without conducting physical examinations, without reviewing available medical and prescribing records, and without creating or maintaining any records of encounters with patients…
