Council to take testimony Wednesday on dueling plans to restore Portland services and jobs

PORTLAND, Ore. (KATU) — Portland City Council will hear testimony Wednesday before debating two competing plans to restore millions of dollars in city services and dozens of jobs eliminated in the recently adopted 2026-2027 budget.

Both proposals would spend more than $12 million to restore many of the same services and jobs, but they differ on which positions should be prioritized and how to pay for them.

Both plans would restore staffing for three Portland Fire & Rescue units, bring back several non-sworn Portland Police public safety support specialists, restore two Portland 311 customer service positions, and provide temporary support for employees affected by layoffs, but one largely relies on General Fund Contingency and the other wants to pull from interest earned from the Portland Clean Energy Fund (PCEF)…
