As Portland Public Schools board members debated the set of principles that will guide upcoming school closure proposals, one point came up again and again: No corner of the district is off-limits.
To that end, district analysts spent the summer weighing an extraordinarily complex set of factors, from the condition of each school building and its available classroom space to enrollment patterns present and future.
