ROCKFORD, Ill (WTVO) — Rockford Police arrested two brothers after officers allegedly observed them engaging in a hand-to-hand drug transaction Thursday, May 7.
According to police, around 11:00 a.m., officers conducting surveillance in the area of West State Street and Winnebago Street and saw Carlus Harper, 32, and Isiah Harper, 35, make a transaction with buyers.
Police said the brothers then left the area, possibly due to the increased police presence. Officers located the pair later walking south near North Court Street and Park Avenue…
