PORTLAND, Ore. (KOIN) — Recently released body camera footage shows Immigration and Customs Enforcement agents using facial recognition technology on a group of people they stopped in Oregon on Oct. 30, 2025.
The stop was one of many reports of ICE arrests made last fall in Woodburn, a city more than 60% Latino according to the latest Census data. They were part of Operation Black Rose, the Department of Homeland Security’s ramped-up immigration enforcement campaign that began in September.

The video shows federal agents as they pull up next to a white van. The driver’s side window has been smashed and the agents open the side door to reveal several passengers riding in the back. The agents repeatedly tell the occupants in Spanish to come out of the van before removing a woman. The other passengers eventually gave in to the demands of the agents.
As they’re all sitting on the sidewalk with their arms tied behind their backs, a Customs and Border Patrol agent holds a cellphone up to capture the face of one of the passengers…
