In a dramatic move, California housing officials have ruled that Brisbane is no longer in compliance with state housing laws, a determination that strips the small city south of San Francisco of its local land use control and makes it ineligible for certain state funds.
In a letter to Brisbane officials, state Housing Accountability Unit Chief Melinda Coy said Brisbane has repeatedly failed to meet deadlines on its massive Baylands Specific Plan, which accounts for 81% of the 1,588 units the city is required to plan for under state housing element law.
Baylands, a 660-acre redevelopment that could eventually create more than 2,000 homes, straddles the San Francisco-Brisbane border, also accounts for about 50% of the city’s low-income housing goals…
