Developer sues Frontier, city of Carpinteria over failed Ogan Road property sale

The developer behind the proposed housing project at 5115 Ogan Road has filed a lawsuit against Frontier California Inc., its land-use consultant and the city of Carpinteria, alleging a years-long effort to derail the sale of property intended for a multi-family housing development.

The complaint, filed June 2 in Santa Barbara County Superior Court, was brought by Carpinteria Group LLC, which seeks to purchase approximately 25,900 square feet of Frontier-owned property at 5115 Ogan Road for a proposed low-income housing project. The lawsuit names Frontier California Inc., Blu Croix Ltd. and the city of Carpinteria as defendants.

According to the complaint, Carpinteria Group LLC and Frontier entered into a purchase and sale agreement in August 2024 for the property, with a purchase price of $550,000.
