LODI, Calif. — For many entrepreneurs, owning a business is the dream. But in Lodi, some food truck owners say that dream has come with a years-long wait.
Catha Pfister, owner of San Joaquin County’s Rise and Shine Coffee Co., said she is passionate about coffee and wants to bring her food truck into the city where she lives, but Lodi’s rules have kept her from doing so.
