Prosecutor in NY prison deaths wants to make it easier to convict guards who watch and do nothing

Syracuse, N.Y. — One New York state corrections officer used pepper spray on the inmate. Another applied leg shackles to him.

But they did nothing as their fellow guards brutally beat inmate Robert Brooks in December 2024 at a state prison in Oneida County. Brooks died a short time later.
