VIRGINIA BEACH, Va. (WAVY) — A Norfolk man has been arrested following multiple reckless driving incidents in Virginia Beach.
On May 10, officers were called to the area of 40th Street and Atlantic Avenue for the report of a vehicle performing burnouts. When officers arrived at the scene, they identified the suspect vehicle as connected to two separate open investigations stemming from incidents on March 22 and April 25 — both captured on video surveillance.

Video surveillance provided by Virginia Beach Police shows the suspect vehicle doing donuts in front of Arbuckle’s Bar & Grill Sunday.
Officers conducted a traffic stop of the vehicle and later arrested Kyle Matthews, 20, in connection to the incident that happened Sunday. Officers later got warrants to clear the two prior open investigations.
Matthews faces the following charges:
- Three counts of racing/exhibition driving
- Three counts of destruction of city property
