The Twin Rivers Unified School District has once again put Highlands Community Charter and Technical Schools on notice. On Tuesday, the school board voted to issue notices of violation against its two charter schools for failing to file required financial audits for the 2024-25 academic year.
Highlands Community Charter has faced mounting controversy over its finances and operations. A 2025 report from the California State Auditor found that Highlands received more than $180 million in K-12 funding for which it was not eligible. The audit also identified wasteful spending, improperly credentialed teachers, and inadequate oversight.
In July 2025, following the release of the audit, the charter lost its entire board of directors to removal or resignation. And in January, the Twin Rivers school board voted to revoke the charters of Highlands Community Charter School and California Innovative Career Academy. Highlands appealed, and in May, the Sacramento County Board of Education overturned the revocations, allowing the schools to stay open…
