PORTLAND, Ore. (KATU) — Complaints against Portland police increased in 2025, including a significant jump in complaints coming from within the police bureau itself, according to a new report from the city’s Independent Police Review (IPR).
The IPR receives and investigates allegations of misconduct involving Portland Police Bureau (PPB) officers and monitors cases investigated by the bureau’s Internal Affairs division.
