CLEVELAND, Ohio – In the early morning of Dec. 5, 1928, Cleveland Patrolman Frank Osowski was on the beat and noticed something odd outside the Hotel Statler.
Large vehicles. Well-dressed men with a certain look. Something was off. Osowski took a moment to shake off the cold and duck in to jot the names from the registry, then went back to the police station.
At the station, those names were known criminals. Osowski’s curiosity led to multiple arrests of men believed to be tied to organized crime from across the country. They had gathered in Cleveland for a secret summit…
