LEHIGH CO., Pa. – Less than a year after leaving Lehigh County government, former County Executive Phil Armstrong is back.
Armstrong, 77, was appointed to the Board of Commissioners after Commissioner Jon Irons stepped down. He was one of 10 people who applied for the vacancy.
