UPPER ALLEN TOWNSHIP, PA — A Carlisle man has been arrested after police say he repeatedly approached homes and peered into windows during nighttime hours. Chase Brandt, 23, of Carlisle, was charged with loitering and prowling at night time following an investigation by the Upper Allen Township Police Department.
