CHARLESTON COUNTY, S.C. (WCBD) – The Charleston County Sheriff’s Office is honoring Patrolman James Owens Jr. by lighting his monument blue to commemorate his line-of-duty death 58 years ago.
Owens’s monument will be lit blue in the Charleston County Fallen Officer Memorial Garden on Monday, the anniversary of his death.
