NORFOLK, Va. (WAVY) — A video shows the moment an off-duty Portsmouth Police officer appears to have pulled out a gun and pointed it at several people inside the Waterside Parking Garage in Norfolk.
Officer Bandon Davis is facing three counts of brandishing and two counts of reckless handling of a firearm for what occurred just before 2 a.m. on Nov. 23 of last year.

Davis pointed a gun at Lorne Bailey Jr. and several others before getting into his truck and then driving away, according to prosecutors. A criminal complaint also alleges he was yelling racial and homophobic slurs.
Moments later, prosecutors say Bailey got out of his car after leaving the garage and fired 21 rounds toward Davis’ truck that was traveling down Waterside Drive. At least one of those bullets struck a 26-year-old man who was waiting for an Uber…
