DES MOINES, Iowa (KCRG) – The Des Moines Police Department announced Tuesday that it’s made a breakthrough in a vehicular homicide cold case.
On September 29th, 1997, 64-year-old Leslie Ruby was killed outside his east side home by a hit-and-run driver.
Investigators identified the driver as then 28-year-old Gerardo Garcia-Michel, but he fled the state before officers could arrest him…
