EL PASO COUNTY, Texas (KFOX14/CBS4) — Horizon City and San Elizario are among more than 130 Texas cities that have been formally notified by Attorney General Ken Paxton that they are prohibited from raising property taxes above the no-new-revenue tax rate after allegedly failing to comply with state transparency and audit requirements, according to Paxton.
The action comes as part of a statewide investigation launched by the Texas Attorney General’s Office into municipal compliance with Senate Bill 1851, a law passed during the 2025 legislative session aimed at increasing financial transparency among local governments.
