28-Story Apartment Tower Starts Rising in Downtown Clearwater

The Bluffs, Gotham Organization’s 28-story, 400-unit apartment tower on the former Clearwater City Hall site, is starting to come out of the ground as about 50 workers poured 430 cubic yards of concrete Wednesday for its first elevated section.

The pour covered part of the future lobby and front entrance at 100 and 150 S. Osceola Ave., overlooking Coachman Park, where Gotham broke ground in April. Moss expects to start taking the building vertical later this month, after five months spent largely on foundations and other work below ground.

Wednesday’s pour covered one of six sections planned for the first full elevated deck, which will require about 1,650 cubic yards of concrete. Crews have finished the main mat foundations and are about 95% through the remaining caisson work.

Gotham expects The Bluffs to top out in mid-July 2027 and finish in summer 2028. The 630,000-square-foot development will include more than 10,000 square feet of retail and 440 parking spaces, adding housing and storefronts to the downtown waterfront around Coachman Park…
