ST. LOUIS, Mo. (First Alert 4) – The father of a 3-year-old who died falling out of an apartment complex window has been charged.
On Tuesday, Tarvis Phenix, Jr., 26, was charged with one count of first-degree endangering the welfare of a child resulting in death. The charges come in connection with the death of his 3-year-old son on April 10.
