A solution for drivers with communication challenges was stalled in Harrisburg, when an immigration policy question got attached to an otherwise popular bill.
The pitch from advocates was simple. If a driver has a communication’s impairment- they might be deaf or autistic- they can voluntarily have a little “i” be put on their license.
