LEBANON COUNTY, Pa. — At Palmyra Area High School, police, tactical teams, ambulances, and emergency crews rushed toward a simulated active shooter scene on Saturday in “Operation Cougar Prowl.”
“From what we heard, there were a few shots. It was like 3 to 4. This one, we actually got to like call 911. and get firsthand experience of what could happen,” mock injured victim Devon George Scott Doll said.
