Man, woman charged in connection to alleged 2025 animal cruelty, neglect case in York County

NEW CUMBERLAND, Pa. — Two people from Lancaster County have been charged in connection to an animal cruelty and neglect case originating in York County last year.

Chase Elizabeth Fisher, 23, and Pedro Vega-Rivera, 32, both of Columbia, are accused of neglecting to provide adequate food and water for poultry, dogs, goats, pigs and other animals they were caring for at a property they rented in New Cumberland, York County in October 2025, according to Fairview Township Police.

The police department began investigating on Oct. 31, 2025, after a PPL worker sent to the property to address a power outage became concerned after seeing the conditions the animals on the property were living in, according to the criminal complaint affidavit…
