HORRY COUNTY, S.C. (WBTW) — Horry County Schools board members on Monday night remembered one of their own and then advanced a $1.2 billion spending plan for the upcoming year.
Howard Barnard died May 8 at his Surfside Beach home just weeks after announcing his resignation from the board due to health reasons. He was 81.
“Howard believed deeply in the power of literacy. From day one, he challenged me as superintendent that my values were shown through not only a budget, by my actions in this seat,” Superintendent Cliff Jones said. “He came at it from a place of belief that every kid could be a strong reader.”…
