A 41-year-old inmate serving time for an assault conviction out of Contra Costa County died last night at the Substance Abuse Treatment Facility and State Prison in Corcoran, and prison officials are now investigating his death as a homicide. Carl J. Anderson Jr. was found unresponsive around 8:30 PM and died roughly a half-hour later, according to the California Department of Corrections and Rehabilitation. A fellow inmate, 43-year-old Joseph L. Rountree, has been placed in restricted housing as a suspect while the investigation continues.
The case is being led jointly by the Kings County District Attorney’s Office and CDCR’s Substance Abuse Treatment Facility Investigative Services Unit, with California’s Office of the Inspector General notified for independent oversight, according to the California Department of Corrections and Rehabilitation. As 10News reports, CDCR officials have not said how Anderson is believed to have died or specified why his death is being investigated as a homicide. City News Service contributed to that report.
Anderson had been in state custody for about a year, received from Contra Costa County on August 6, 2025, to serve a five-year sentence for assault with force likely to cause great bodily injury, with an enhancement for inflicting great bodily injury, per CDCR. Rountree, the suspect now held in restricted housing, was sentenced in San Diego County and has been imprisoned since July 5, 2023, serving a seven-year term for assault with a deadly weapon with a domestic violence bodily injury enhancement, the department’s records show.
A Prison Already Strained by Overcrowding
The homicide investigation unfolds at a facility already operating well beyond its intended capacity. As of April 2026, the Corcoran Substance Abuse Treatment Facility held 5,269 male prisoners, running at roughly 153.9% of its original design capacity of 3,424, according to data compiled by the Light in Prison project.
