MADISON, Wis. — A Monroe man was arrested early Saturday on suspicion of a fifth operating while intoxicated offense after a state trooper found his disabled vehicle on northbound I-39/90/94 near Madison, the Wisconsin State Patrol DeForest Post said.
The trooper noticed the vehicle on the interstate shoulder near mile marker 137 at around 2:50 a.m.
