Opinion | Gouging inmates for phone calls doesn’t promote justice

Imagine if you had to pay for each text message you sent message by message, or every phone call minute by minute? Over 20 years ago, that was the typical structure for a phone plan; you paid by the message or by the minute.

But as our communication usage evolved and markets responded, nearly all phone providers moved to “unlimited” texts and calls. Except for telecommunication providers for jails, who still force people in jail into a per-message and per-minute rate system just to stay connected with their family.

Take, for instance, the Dane County Jail, which houses approximately 600 people on an average day, a majority of whom have not been convicted of a crime but are awaiting trial…
