NEW YORK CITY (PIX11) – Mayor Zohran Mamdani on Monday announced reforms and a new executive order to alleviate bureaucratic obstacles for small business owners.
Mamdani announced over 50 reforms to simplify small business regulations, including removing the city’s additional permits to sell frozen treats like ice cream. Together, the reforms will “cut red tape, eliminate redundant fees, and streamline the permitting process,” Mamdani said.

Standing outside La Bodega Studio in the Bronx, the mayor signed an executive order creating the government body to execute small business reforms, dubbed OPEN, and expanding NYC BEST, a city program that helps business owners navigate permits and violations. The executive order expands education through the “business owner bill of rights.”
“If you do not know of your rights, you cannot use those rights,” Mamdani said Monday. “Small businesses deserve a partner in city government.”…
