NORFOLK, Va. — A Norfolk woman says years of water leaks and maintenance problems at Pembroke Towers have left her concerned about the safety and condition of her home.
Christine Bonavita moved into the 12-story residential building in the Ghent district on June 15, 2023. She said her first flood happened the following day.
Since then, Bonavita said water has repeatedly entered her fourth-floor apartment through ceilings, walls and plumbing systems. She estimated she has submitted more than 400 work orders related to leaks…
