Johnson County experts push for unified e-bike, e-scooter rules

KANSAS CITY, Mo. (KCTV) – Experts across Johnson County are working to end confusion over e-bikes, e-scooters and e-motos, as rules can change the moment a rider crosses into another city.

The Johnson County Department of Health and Environment is collaborating with health professionals, law enforcement and council members across the county to develop a single set of safety and legal guidelines that lawmakers can use to write consistent rules.

Rules vary by city

At Prairie Village Shops, signs restrict which devices can be driven through the area. The city has enacted laws governing where certain devices can be operated and who can ride them — but those rules do not match those in neighboring municipalities.

Mel Hudelson with the Johnson County Department of Health and Environment said the inconsistency creates real problems for the public.

“Right now, somebody could be on a sidewalk riding an e-scooter, they can cross an invisible boundary into another city, and it can be against the code to be riding that device on the sidewalk,” Hudelson said. “And so that’s really tough for the general public to understand.”…
