(FOX40.COM) — The two victims who were killed in an Elk Grove crash involving a car that was allegedly stolen by teenagers were identified.
The Sacramento County Coroner’s Office identified the victims as 54-year-old Skip Phoong A Van and 47-year-old Tiffany Chin A Chu, both of Elk Grove.
