ST. LOUIS, Mo. (First Alert 4) -Chris Kyle has been named the councilmember for Ward 1 in St. Charles after a name-drawing was done Tuesday evening.
Kyle was running for Ward 1 in St. Charles City against incumbent candidate Bill Otto for the municipal elections on April 7.
