Lucas County shelters full as housing costs drive surge in first-time homelessness

TOLEDO, Ohio (WTVG) – More than 1.2 million Ohioans are spending at least half their paycheck just to keep a roof over their heads, according to the Ohio Housing Finance Agency. In Lucas County, shelters are already feeling it — and many are full.
