City of Tulsa begins Fix It Challenge to address pet overpopulation crisis

TULSA, Okla. — Tulsa Animal Services is often filled with dogs, cats, puppies and kittens waiting to find permanent homes.

However, shelter leaders said many of those animals could have avoided ending up there in the first place.
