As the school year rapidly approaches, one critical Iowa City school district department remains without leadership: Human Resources.
Anyone who watched the July 28 school board meeting witnessed a troubling reversal in direction regarding how to address that vacancy. After initially supporting a temporary HR leadership position, then considering an outside consultant like the approach for the interim CFO, the board majority once again changed course. The result is continued uncertainty for a department that played a role in the operational failures that led to the district’s financial crisis.
The district’s fiscal year 2024 audit found payroll expenditures exceeded budget by approximately 9% for six consecutive months. It also identified over-hiring in special education and noted that payroll staffing levels and compensation changes occurred with minimal oversight.
