If the sign is on private property, the owner certainly has the right to ask people and their dogs to stay off the lawn. Ignoring the request could potentially lead to a trespassing complaint, especially if someone repeatedly allows their dog onto the property after being told not to.
There could also be an issue if the dog’s urine damages grass, flowers, shrubs, or landscaping. In that situation, the pet owner might be held responsible for the cost of the damage.
