Beyond Defensible Space: What the Eaton Fire Revealed About Community Wildfire Risk

The January 2025 Palisades and Eaton fires overwhelmed communities, emergency responders and infrastructure systems, not because of one isolated failure, but because multiple systems struggled simultaneously under extreme conditions. That is the central conclusion of the Southern California Fires Incident Analysis Report, released October 2, 2026, as the second report in an analysis commissioned by the Office of the Governor of California.

The report examined the conditions and decisions that shaped the fires and their movement into developed communities. It followed an earlier timeline report documenting the fires’ progression and the actions of public agencies. Researchers reviewed operational records, radio traffic, dispatch data, vehicle-location information, geospatial data, site conditions, resident interviews and surveys, and discussions with responders and subject-matter experts.

The fires burned amid powerful Santa Ana winds, critically dry vegetation and exceptionally rapid fire spread.
