Portland city councilors are pushing ahead with an ordinance to ban masks and require clear identification for federal agents and other law enforcement officers despite another top official joining a growing list of those who believe the proposal is doomed to face legal challenges.
City Attorney Robert Taylor on Wednesday threw cold water on the proposal during the City Council meeting.
