SALT LAKE CITY (ABC4) — Salt Lake County District Attorney Sim Gill has declined to file charges against a Utah Highway Patrol (UHP) trooper who shot and killed a man on I-15 after the man rear-ended the trooper’s vehicle and brandished a knife.
The incident happened on March 27, and the man, later identified as 29-year-old Sayed Mousavi, was declared dead on the scene. West Jordan Police Department led an investigation into the case under Salt Lake County Officer Involved Critical Incident (OICI) Protocol, and per standard procedure, the trooper was placed on administrative leave.
Court records show that Mousavi previously pleaded guilty to threats of terrorism in a 2024 case, where he said that he would “kill Americans and kill the USA,” and that he would “shoot up the Sandy Police Department.”

The OICI investigation revealed that Mousavi was interviewed by an FBI agent shortly before the incident. DA Gill said that after the interview, Mousavi went to the UHP office and vandalized a UHP vehicle, which led to him going back on the freeway, where the incident happened…
