A bystander used pepper spray after a naked man allegedly tried to pull a 7-year-old girl away from her parents at a busy Portland park, while police officers reportedly took between 30 and 40 minutes to reach the scene.

Gun rights activist Colion Noir highlighted the incident after a FOX 12 Oregon report examined the Portland Police Bureau’s staffing shortages and its inability to respond immediately to roughly a dozen 911 calls from Tom McCall Waterfront Park.

The suspect, identified as 31-year-old Daniel Vasey, was eventually arrested after entering the Willamette River. He later pleaded not guilty to charges that included attempted kidnapping, assault, and harassment…
